Restrictions On The Transfer Of Dollars From Afghanistan
The Islamic Emirate of Afghanistan issued a statement on Tuesday, December 18, restricting the transfer of dollars from Afghanistan to abroad. According to a report published by the spokesman of the Islamic Emirate, Zabihullah Mujahid, on Twitter, repeated cases have been discussed. The statement said that this decision was taken to prevent the smuggling of money and precious stones and warned that anyone who committed such an offense would be jailed.
The Islamic Emirate of Afghanistan has six articles in this statement, in the first article asks all the people of Afghanistan to use the national currency of the country, the Afghani, in all their transactions.
It is mentioned in the second article that from now on, no one has the right to transfer more than 500 dollars through the land (borders) and more than 5000 dollars through airports.
According to this statement, it is mentioned in the third article that if a person transports money more than the specified amount, his prison term for transferring more than one million dollars is one year for every one million dollars. If the amount is smuggled between one hundred thousand and one million dollars, he will be imprisoned for one month for each transfer of one hundred thousand dollars. And if the smuggled amount is less than one hundred thousand dollars, he will be detained for ten days for every ten thousand dollars.
The fourth article states that any amount of money and gold taken from the violators will be recorded in "Da Afghanistan Bank" until the office of the Prime Minister's Office permits withdrawal.
In the fifth article, it is stated that it is forbidden to bring currencies and currencies of the countries of the region to Afghanistan.
And finally, in the sixth article, it is stated that the responsibility for smuggling currency, gold, precious stones and ancient artifacts rests with the General Directorate of Intelligence, the Ministry of Interior and the Ministry of National Defense.
This causes people to use the Afghani national currency more, increasing the value of the Afghani compared to other currencies.
At the same time, the head of Exchange Companies of Pakistan (ECAP) told Bloomberg that approximately $5 million is being smuggled from Pakistan to Afghanistan daily.
Mohammad Zafar Prache, head of the Pakistan Exchange Companies Association, said, "it appears that the flow of international cash aid and smuggled dollars into Afghan markets has helped Afghans remain stable against the US dollar."
He also said that the Central Bank of Afghanistan auctions 17 million dollars a week, while the Afghan markets need 10 to 15 million dollars daily.
Also, Shahzad Khorram, executive director of Alpha Beta Pakistan, said that Afghan markets control the dollar rate by selling smuggled dollars from Pakistan.
While Haseeb Noori, the spokesman of the Central Bank of Afghanistan, denied this claim and said that Afghanistan has enough dollar reserves to maintain the value of the Afghani currency and control economic conditions.
